A sharp rebuke from friends or a crisis situation can snap her out of it but this happens at the worst of times

Background

She was a young girl whose father was a brilliant scientist for a major high tech corporation. Mom was American and probably a doctor or some such, and the three of them lived in Japan until she was 10 or 11 years old, then he got a big break in the States and moved his family. She is bi-lingual Japanese/English. Everything was pretty idyllic. Jasmine was extraordinarily brilliant and really a little fangirl geek, loving the idea of both America, superheroes and adventure in a new country. She had a skydiving accident (nod to Jaime Sommers) and was critically injured. Her Father, who had been researching top secret cybernetic enhancements, saw she would die without them and, with her mothers help, performed the procedure on his daughter to save her life. The cybernetics are neither completely outrageous looking nor entirely concealable. It's pretty much a silvery arm that can be covered up, either with polymer skin or simply shirt and gloves.

Anyhow the "Company" obviously had issue with Dad stealing their technology and insisted she was their property. He refused to turn his daughter over, of course, and they ran around for a while, but eventually her father was killed in front of her. Her Mother managed to sneak Grampa into the country to look after her then left them, creating false trails. That happened when she was 14. She never saw her again but was given all the information she would need to care for and upgrade her own cybernetics as needed by. Weirdly enough, given what she has seen, one would think she had the naivete washed out of her. But she kind of clings on to it stubbornly and tries to believe that individual people can do good things if they just try hard enough. She thinks a lot of heroes were tricked into working for Corporations, just like her Father was, and if they actually knew maybe they would come around. This is why she began something of an underground campaign as a hacker, named Chrome. She also used her skills to pretty much bury her own trail from those hunting her but it's likely they aren't actually going to stop trying. She keeps an eye on them. You can decide what Corporation or Conglomerate this is. She can't be too overt otherwise they might find her so she is content with throwing them off her trail. She's not the type to go busting into a joint seeking revenge.

With her Grandfather Hisao, she has more or less established a normal life in Portland. Grandpa doesn't know what happened to her, she keeps it a careful secret. That he is a half blind, mostly deaf slightly senile old codger helps. Only when he is gardening is he something like approaching a peaceful character. She likes to see him working at the Japanese Gardens. She doesn't live with him. She earned scholarships to Engineering and Computer Science programs at PSU when she was 16 as she was so smart. She has also fudged a few minor details--like her actual age on her birth certificate and ID and social security number and etc. But she earns her grades and work honestly and is finishing up their graduate program now.

She secretly dreams of being able to go to work on the Haven space station but she isn't sure if Johnathan Lark is a good person or not. She has never met him and she has tried to hack into the place but the firewalls are more formidable than she wants to deal with for now. She has other things to do, like finish school, maybe become a superhero (if she can figure out a cool costume--she keeps drawing things but they suck) take care of Grandpa and keep looking for her Mother. She doesn't really believe she is dead, though that's what the coroner's report from Denver said. She thinks it was faked.

She has primarily a cybernetic arm, ear, as well as certain neurological and other biological alterations that make her much more physically fast and durable than most people. Her strength isn't particularly enhanced except for the arm, which contains a few cool things like her direct interface linkage, grapple (her hand flies off) and a microwave blaster that pops out of her arm casing. Her hearing is extremely advanced, allowing her to pick up and analyze various frequencies, including those used by cellphones and wifi connections. But since she can't just go around jacking into the internet with her arm (though its more efficient) she carries around a laptop that is part of her equipment. Probably a few other things but I haven't chosen them yet. A small workshop undoubtedly.
