Established by the Corellian Treaty, this group is a government without a territory. Intended to coordinate efforts at overthrowing the Empire, the Alliance Civic Government technically considers itself a guerilla government on a galactic scale. This group's purpose is simple: to facilitate the diplomatic and bureaucratic apparati necessary to allow the Alliance Forces to function effectively. They have also set themselves up as a pan-galactic government for those worlds that join, but at this point that is a purely conceptual function: there are no worlds that consider themselves members, although the governments of many worlds in rebellion (secret or otherwise) do consider themselves to be co-allies.

Unlike most other rebel operations, there are very nearly no full cells that operate diplomatically and bureaucratically within the civic government. It is largely made up of politicians and sympathizers here and there who are able and willing to lend their help. A rare body of them have moved entirely to High Command, but for the most part, most of these rebels do their work from behind the scenes, maintaining jobs as clerks, administrators, educators, politicians, and ambassadors across the galaxy.
 
 
The exception to this are the senatorial offices of both Chandrilla and Alderaan, all of whom have been carefully vetted by Alliance Intelligence. These offices have effectively been turned into the staff for the Chief of State and Secretary of the Cabinet for the civic government, and are made of up capable, loyal rebels.

The Alliance Fleet is the Rebels' most important military force. The fleet gives the Rebels the mobility and firepower it needs to legitimately challenge Imperial military forces. However, as the fleet is only a small fraction of the size of the Imperial Navy, it must pick and choose its battles very carefully. Mon Mothma has forbidden Admiral Raddus from engaging the Imperials directly in a large-scale battle (much to the curmudgeonly old Mon Calamari's irritation). By and large the Alliance lacks the means to replace capital ships or large swathes of vessels at once, so it cannot afford to undertake any action that endangers a large part of the fleet at any one time. "The Alliance can survive the loss of its central command base ''or'' its fleet, but not both," Mon Mothma is famously quoted as saying, and the Alliance's command structure agree with her.

Most insurgents eventually hear rumors of some grand Alliance of rebels intended to overthrow the Empire and restore the Galactic Republic. Most dismiss these as wishful thinking and spacer tales, however - insurgency groups barely stay alive due to keeping small and unseen. The Empire would surely notice some effort to establish a Republic-in-Exile provisional government, and deal with it harshly.

At present, the Alliance divides its Contribution Ranks into a few distinct subgroups: the Alliance Civic Government, and the Alliance Forces composed of the Alliance Navy, Alliance Starfighter Command, Alliance Intelligence, Ordnance & Supply, and Support Services. In addition to this, individual Rebel cells often have their own rankings, although those ratings are often limited – those who achieve them frequently are invited to find posts within the greater Rebel Alliance, putting their skill and experience to wider benefit.

Alliance High Command

At the very top of the Alliance's structure is the Alliance High Command, a council that consists of the leaders of both the Civil Government and Alliance Forces, led by a single elected autocrat who functions as both Chief of State for the Civic Government, and Commander-in-Chief of the Alliance Forces.

  • Chief of State • Commander in Chief: Rank 14+. This position acts as an elected autocrat with full power to make decisions both bureaucratic and military. This position is up for re-election every two years, and is considered to be immediately dissolved upon the dissolution of the Empire.
  • Civic Government Members: Members include the Secretary of the Cabinet, and the six Alliance Ministers.
  • Alliance Forces Members: Members include Fleet Command, Sector Command, Starfighter Command, Intelligence, Ordnance and Supply, and Support Services.
