The New York Reclamation Project is a cabal made up of a group of fiery young idealist magi, formed in response to the news that Hierarchs from a variety of cities had put together a “perfect cabal” with the intention of continuing Consilium rule in New York City. Unlike the Cabal Et Astrum, however, the New York Reclamation Project (or Project: Golden Apple, as Phinia and Heliophilus enjoy referring to the cabal) isn’t made up of young magi chosen by authority figures: each of them were among a number of Free Council volunteers who wanted to take action against the perceived authoritarian formation of the Cabal Et Astrum.

Sanctum: The New York Reclamation Project as a whole does not maintain a Sanctum.

Dr. Caldwell

Moros Free Council; Charity/Sloth

A British man with a haunted demeanor, Dr. Caldwell is a professional mortician and forensic autopsy-performer. He is on retainer with the New York Police Department and doesn't hesitate to use his magic to help solve crimes. He is usually bothered by ghosts, but feels quite a bit of pity for them. He is with the Free Council because he can't quite bring himself to believe in Atlantis: the world is strange and odd, yes, but it is just the world. Nothing more. Certainly nothing to get excited and mythical about.

Phinia

Acanthus Free Council; Justice/Pride

A devotee of body modification, suspension and the modern primitive movement, Phinia is an Acanthus in touch with the urban Dreamtime. To her, the fairies never left – they just started dressing up as drag queens, goths and ravers. Phinia runs a body modification shop in the East Village, where she can often be found with Heliophilus, her lover.

Heliophilus

Thyrsus Free Council; Faith/Gluttony

Tattooed, kilted Heliophilus (whose name means "Lover of the Sun") is a Thyrsus veteran of Burning Man, pagan festivals and radical art festivals. He believes that the act of primal expression – the ecstasy of sex, drugs, and rock n' roll – is the source of all magic. Atlantis never existed, and to credit an imaginary source with all the wonder and magic of the world is as monstrous a sin as crediting God with all of the good works that people do. Heliophilus is part of an artist's commune in Tribeca, but spends most of his time with his lover, Phinia.

Tzim-Tzum

Obrimos Free Council; Faith/Pride

Naming himself for the paradox in Qabbalism whereby God retracted himself into himself in order to create a place where he was not, allowing the existence of Creation (a concept of both Immanence and Transcendence), Tzim-Tzum is an Obrimos initiate of the Transhuman Engineers and part of the Free Council. He recently arrived in the aftermath of the Feast of Wisdom, seeing to ensure that the wonders his legacy have to offer were not lost in the tragedy. He also believes that the Feast of Wisdom was caused by some great manifestation of scientific, rather than occult, principles. Tzim-Tzum maintains an apartment in the Bronx, with a large workshop on the roof thereof.

Phobos

Mastigos Free Council; Hope/Wrath

Every inch the practicing psychologist, Phobos (under the guise of Dr. Carl Farris) specializes in phobias and similar neuroses. He has made extensive studies of the mystery traditions of the world, and draws upon elements of those – in particular, the facing of the unknown and the invocation of fear in the postulant – in order to develop the Ordeal Method of treating phobias and other psychological problems. This revolutionary and very controversial technique involves deliberately creating situations where the patient isn't sure what is going on and facing them with the sources of their fears, while ensuring that there is a built-in mechanism to allow them to triumph over that source of fear.
