Sublime Lodge (Elder)
The core cabal of Guardians of the Veil in London, the Sublime Lodge has spent literally centuries strengthening their Masonic Labyrinths. They absolutely and completely claim Masonic Lodges as their sole dominion, and look with ill-amusement on those who would trespass there. The cabal is based out of the Freemason's Hall, in North-Central London, beneath which they maintain an old subterranean sanctum.
- Valens, Obrimos. For a man whose name means "healthy," Valens lives up to that expectation. He is tall and handsome, and wears the finest in gentlemen's fashions. He is best known for his intricate pocket-watch, a one of a kind affectation with a mirrored back he uses as a magical tool. Valens is also the Guardians of the Veil Councilor, making him arguably the single most powerful Guardian in Britain. Valens acts as the Cultor for several Masonic orders in London.

- Gozmin, Acanthus. Gozmin is something of an enigma to the majority of the Consilium. He tends to blend into the background effortlessly, remaining unnoticed until he has something to contribute — a rarity, given his soft-spokenness, but when he does have something to say, it is usually of some relevance. Gozmin acts as Cultor for several Masonic orders in London and its surrounding environs.

- Ovanda, Mastigos. An older woman, Ovanda is a woman of propriety and class, seeing in the traditions of society the peace that the world tries to snatch away. To her, politeness and good manners are the making of a person, and someone who is rude will not get far while she is around. She considers the right to dress someone down a personal prerogative, and Heaven help someone who doesn't take it with aplomb. Ovanda acts as Cultor for the Sisterhood of Lilies, a sorority of the wives of educated men who gather to explore mutual interests in tarot and spiritism.

- Albedeus, Moros. The albino Albedeus is something of a strange sight. Always clad in the finest of fashions, accented with tasteful but expensive jewelry and stones, he cuts a haunting figure. He wears his hair long and pulled back into a pony-tail, in an old-fashioned look which seems to suit him. He is an initiate into the oldest mysteries of the Craftmasons.

- Jacob, Thyrsus. A young man that first saw angels while he was lost in the wilderness, Jacob is a skilled angel-summoner and binder. At any given time, there is at least one angel near him in Twilight, waiting to serve him. Jacob has helped to found a local chapter of the Rosary of Calvin, a group of Christian occultists.

Inficiunti (Elder)
The Stained are an ecstatic group of multi-Order mages who claim a heritage that stretches back to the Picts. There are druids, witches, faerie seers and shamans among their number, and they are known by their blue tattoos. In the rare instances when the Inficiunti can be found in London, they hold as their public sanctum a residence overlooking Hyde Park in West London. Their influence has been sufficient to keep the park from being openly lit at night, providing its acres for their use. It's Guardian members are:
- Ash, Thyrsus. A tall, older man with a long white beard, Ash's face is marked with spiraling blue tattoos. Fortunately, he is also a master of shapeshifting magics, capable of remaking himself or others entirely. He claims to be in communion with the spirits of an ancient Pictish barrow-grave, which serves him as a Hallow somewhere in northern England.

- Samovar, Acanthus. Samovar is a young man with a single, milky-colored, cataracted eye. When he first met Effalia, of Cyfamod, she asked him if he gazed into the mists with that eye. When he replied that he did not, she offered to show him how, initiating him into the Walker in Mists legacy.

Cyfamod (Elder)
A cabal made up of representatives from the Consilium Draco Niveus. They are not allowed to sponsor common cabals into the Consilium, however. Cyfamod is kept in relatively fine style in the Woolsey House, in West London, which serves as their public sanctum. They can oft-nights be found in the company of the Inficiunti, in Hyde Park. Its Guardian members are:
- Effalia, Acanthus. An older woman, Effalia is always surrounded by the scent of apple blossoms. She appears in the simple garb of country-dwellers, eschewing the more difficult clothing of city-folk, and keeps with her a small curving blade at all times. Few have seen the intricate tattoo of an apple tree that climbs her spine and stretches its limbs across her back and upper arms. She is well-known for her wisdom in the Consilium Draco Niveus, and is an able schemer.

Torch At the Crossroads (Vassal)
A coven of witches, the Torch at the Crossroads helps to defend the Mysteries with deception and poison, when the situation calls for it. The name of their coven is a reference to the Goddess of Witches, Hecate, and they use a season-theme for their coven workings. The Torch At the Crossroads oversee the Guild of Naturists, a group of upper and middle class nudist artists who focus on pagan and mystical themes in their work. Sponsored by the Inficiunti. The Torch at the Crossroads maintain a small block in Walham Green in Southwest London, a very bohemian part of town. Their four houses block off the center of the block, which boasts a tiny grove screened from the view of others.

The Roseacrux Sodality (Vassal)
A cabal of Rosicrucian magicians, the Roseacrux Sodality maintains ties to the Lutheran Church and to a variety of the nobility through their Labyrinth, the Rosicrucians. Sponsored by the Seekers of the Cenacle. Though the ancient Temple of the Knights Templar has been turned into a simple set of hotels and other sight-seeing attractions in downtown London, the ancient Temple itself still serves those who have taken the oaths. Beneath the great outer buildings lies the Sanctum of the Roseacrux Sodality.
- Ormus, Moros. A master of powerful alchemies and the unique fusion of Egyptian and Christian magics, Ormus is easily the most powerful mage in the Rosicrucian orders today. Named for the supposed founder of the Rosicrucian orders in the year 46, Ormus has the distinction of having guided more Sleepers through the Awakening than any other.

The Brothers of Colton (Vassal)
A strange group of religiously-focused Guardians who concentrate on the disproving of the supernatural, the Brothers of Colton are well-revered by the Consilium for their diligent protection of the secrets of the supernatural world. The Brothers of Colton have taken the symbolism of old legendary creatures for their cabal's symbolism. Sponsored by the Seekers of the Cenacle. The Brothers of Colton are based out of an old monastery in Northwest London that has been turned into part of a local theological seminary.
- Gryphon, Acanthus. A tremendous warrior and skilled orator, Gryphon is the leader of the Brothers of Colton. His hair is worn short and he tends to dress in simple clothing or the robes of a monk. Gryphon acts as the Cultor for the Sepulchre of the Holy Transfiguration, an order of monk occultists.

- Basilisk, Mastigos. Basilisk prefers to go veiled and hooded when he appears among the Awakened, and he is an acknowledged master of disguises. He is known for his "petrifying glance," a stare that freezes men in their tracks. Basilisk is the Guardian of the Veil Page, and can often be found in the company of the Epopt and Councilor.

- Manticore, Mastigos. Fierce and grim, Manticore is ruthless and has a reputation for violence among his brethren. He is more than willing to do what it takes to accomplish their goals, and doesn't care who gets hurt in the process. Manticore is the Cultor of the Thorn Society, an order of clergy and monks dedicated to the pursuit of the Holy Spirit through pain and ecstatic practice.

- Satyr, Thyrsus. A shorter man with shaggy hair the color of mahogany, and eyes the green of moss, Satyr is merry and somewhat irreverent. This hides his true core, however, which comes out when he incites panic and fear in those around him.

Varda (Vassal)
Named for the Hindu mudra of serenity, peace and welcoming, Varda is a multi-Order cabal of Hindu and Indic magi, whose sole purpose is to provide a friendly welcome for others mages of India who visit, as well as perhaps lend a little magical aid to the burgeoning Indian community in London. Sponsored by Inficiunti. Varda maintains a large lodging house in Limehouse in East London, called the House of the Wheel, as their primary sanctum. Its Guardian members are:
- Dhua, Thyrsus. Dhua, whose name means "Smoke" represents her cabal to the Guardians of the Veil in London. She is a beautiful woman of Indian blood who prefers to go clad in simple black dresses that blend in easily with her surroundings, especially when she raises her lace shawl. She wears a nose-stud and large earrings and plays on fears of silent Thugee assassins when she is among other Awakened. Dhua is an accepted part of the small group of yogis and other magicians in the area.

The Red Monks (Common)
Thoroughly notorious throughout Europe, the Red Monks of London are one of three affiliated cabals, the others being the Sicarri in Italy and Les Freres Sangres in France. They are an order of assassins deeply entrenched in the Catholic Church. All are initiates of (or seeking initiation into) the Brotherhood of Holy Knives legacy. In the ruins of Blackfriar Monastery along the Thames in Downtown London, the Red Monks meet at the dark of the moon, if they are alive and not working on a mission. Should one of their number disappear, they will never seek to find him or her — they are simply lost, without investigation.
- Iscariot, Acanthus. The assassin known as Iscariot is one of the most feared assassins in Britain. His name is whispered throughout Consilii in England and the continent.

The Cavalcade of Masks (Common)
Easily the best masquers of the Guardians of the Veil, the Cavalcade hides behind their well-known masks, each of which is a totemic symbol of the mage who wears it. Their actual faces are entirely unknown. Their cabal theme is based on the four humours, focusing their magic and their use of the Masques along those lines. The Cavalcade are probably the most feared and most effective Susceptors in the London Caucus of the Guardians of the Veil. On the darkened stage of a tiny Central London theater called the Harlequin's Round gathers the Cavalcade. They stand, masked, cloaked and facing away from one another, speaking in the code of the Guardians. They tell of their successes and make requests of one another, and then disappear without glancing back at whence they have come.
- Sanguinia, Acanthus. Madcap and fey, Sanguinia embodies the sanguine humour. Her Masques are invariably those that are happy-go-lucky and seem to take a great deal of pleasure from life, whether she is the merry woman of the night, the radiant young society woman or an entertainer of some sort.

- Melancholia, Moros. Melancholia seems saddened and distant, clearly caught up in the melancholic humour. Her Masques are those of sadness and melancholy, preferring the guises of widows and those caught in the throes of mourning.
