Anonymous and far-reaching, Fulcrum is an agitator and organizer. Many cells are in some form of contact with Fulcrum - who is not an individual so much as it is a top-tier cell of insurgents. Fulcrum acts as a way of tying resistance cells together, coordinating their occasional efforts while allowing all of them to remaining unknown to one another. The Fulcrum Protocols are less of an individual group, and more of a way for members of various groups to work together without the danger that comes from knowing who your allies truly are, in the event of capture and interrogation.
The Free Ryloth Movement
Ryloth, Outer Rim
The Imperial-occupied world of Ryloth is home to one of the longest-running insurgency operations in the Galaxy. Some say that Ryloth's efforts at self-governance were originally spawned in the days of the Hutt dominance of the world, and this bled over into the efforts during the Clone Wars to throw off the influence of outsiders entirely. A few short years of success were all undone with the rise of the Galactic Empire, who wasted no time seizing control of Ryloth and its extremely profitable spice mines. Now Ryloth freedom fighters - some of them two or even three generations into the fight - seek ways to liberate their homeworld and achieve their singular goal: self-governance in an era of peace and prosperity.
The Phoenix Cell
Phoenix Home, Varying Locations
A small nomadic rebel fleet, Phoenix Cell is commanded by Commander Jun Sato from his Pelta-class frigate, Phoenix Home. Though his cell includes some very basic infantry and ground troops, they are largely made up of Phoenix Home, a pair of CR90 corvettes, and the Phoenix Squadron: a bevy of RZ-1 A-wing Interceptors. Though Phoenix Cell has undertaken missions of its own in the past, a good degree of their work in recent years has been to provide backup to other groups, with Fulcrum acting as coordinator.
The Sullust Resistance
Sullust, Outer Rim
An insurgency cell based on the planet Sullust and its moons, the Resistance mostly fights SoroSuub Corporation, as the corporation has been levied with "keeping the peace" and seeing to Sullust's prosperity by the Empire, who hold the company's leash. The Sullust Resistance is made up of several factions and cells, not all of whom get along, and who operate with differing goals in mind sometimes. The AntiCorporatists simply wish to free Sullust from SoroSuub's influence entirely, declaring that with the fall of SoroSuub, the Empire will lose its hold, while the Free Mercantilists want to eliminate Imperial influence from what they view as a native Sullustan edifice.
The Alliance to Restore the Republic
Most insurgents eventually hear rumors of some grand Alliance of rebels intended to overthrow the Empire and restore the Galactic Republic. Most dismiss these as wishful thinking and spacer tales, however - insurgency groups barely stay alive due to keeping small and unseen. The Empire would surely notice some effort to establish a Republic-in-Exile provisional government, and deal with it harshly.
