Agent Rockwell is a federal agent that has assumed control of the investigations being conducted involving the group.
He is clearly an intelligent individual and seems to know more about what is going on than the local authorities. He is assisted by his partner, Agent Gonzales - and clearly has the support of several other organizations, including Homeland Security and the Department of State. Further he has access to much greater resources than the local Police Bureau, including satellite surveillance and surveillance teams.
