• Ruled by a Council of Blades, made up of the captains of the seven most successful mercenary companies in the city.
• Constructed as a circle of fortified mercenary bases, with the city protected in the center by the ring of these fortifications.
• Mercenary companies rise through the ranks by arranging an attack on one of the encampments and taking the new base for their own company. This is not permitted when a mercenary company has the majority of its company out on hire; this requires other companies to intervene and protect them if someone attacks during such a situation.
