The Torgaigne (tor GAYN) are a criminal enterprise that operates along the Gamor Run, with its main bases of operations being the trading planet of Daalang. They operate black markets in most of the areas they control, although do their major work on the garbage world of Attahox, where they are the only law and government.

Organization

The Torgaigne is not led by a central authority figure. Instead, it is composed of a variety of gangs, each one led by a figure that has risen to prominence through violence and cunning. These gang bosses operate largely independently of one another, although they maintain a shifting system of debts and favors around a single topic: punishing whoever it is that tries to cheat the syndicate. These debts are a form of currency among the gangs themselves.

At any given time, there are a dozen or so major gangs, with smaller gangs filling in spaces unoccupied by other Torgaigne, or seeking to expand the syndicate's operations into neighboring spaces as yet uninfiltrated by the syndicate. It is not uncommon for a given gang to fall and fracture into a handful of smaller gangs when the leader of that gang dies or is assassinated by his lieutenants, with the gang breaking into factions that attach themselves to various potential gang bosses.

Attahox Operations

The Torgaigne are the only real power that matters on Attahox. Their only source of credibility is as planetary garbage-field access administrators: they were originally the bureaucrats who collected the fees for other planets and organizations dumping junk on the planet. In the centuries since, however, they have built up a vast criminal syndicate around that original operation, though they still lean on that role as part of their legitimacy.

The Torgaigne have turned Dross, the only settlement on Attahox, into a very credible shadowport, with a vibrant black market operations there. Every business owes its existence to Torgaigne patrons: it is impossible to establish even the smallest produce stand without someone in the syndicate speaking for you...which only happens for those with the credits to buy that voice.

Though the Torgaigne do not themselves operate the phosovane prospecting companies or extraction facilities, they do sell the permissions to perform those industries. Additionally, the Torgaigne has set itself up as the only permissible agent to whom raw phosovane is permitted to be sold, although smugglers quite frequently make deals with workers or facility owners to smuggle cargo loads of the salts out for far better than the pittance the Torgaigne pays.
